Elmer is governed by a Mayor and six Borough Council members. The Mayor serves a four year term and Council serves three-year terms. The Mayor and Council oversee town departments.

Lewis M. Schneider
Council President |
A Borough resident for 47 years. Lew has served on Council since 2002. In addition to being Council President, he is the Chair of Public Safety Committee. Lew is also Vice Chairman of the Salem County Improvement Authority, also serving as Elmer’s representative to the Mid-Salem County Court. Lew serves as Assistant Secretary/Treasurer of the Salem County Pollution Control Authority along with being a member of the Salem County Planning Board. He is the owner of Wyzac LLC. Lew is an avid golfer and his travels include all 50 states and a few foreign countries. He is dad to Zac and Wyatt, grandpop to Anna, Zoe and Vivienne. Lew had been married to Patti for 49 years before her passing in 2023. |

Samuel was appointed to fill the unexpired term ending 12/31/2025 previously held by James Zee. |

Lynda Davis
Council Member |
Lynda is a lifetime resident of the Borough and has served on Council since 1996. She works as a substitute teacher at Schalick High School, and is active in the Elmer United Methodist Church in youth work. She resides with her husband Barry at 300 Salem Street and has 3 daughters - Kristin Dilks, Karin Abbey and Kellie Davis and 4 grandchildren. |

Steven A. Schalick
Council Member |
Steven graduated from West Virginia Wesleyan College in 1993 with a Bachelor of Science degree in Management Information Systems. He works for his family business, Schalick Mills Inc., which has been in Elmer since 1949. He is married to the former Rebecca Collins and they have 3 children Jackson, Caileigh and Jacob. Steven is the chairperson of Finance and Public Events and Elmer Harvest Day. He is also the council representative for the Land Use Board. He is serving his second term. |

Bruce was born and raised in Elmer and has resided in Elmer for most of his life. |

Cynthia L. Nolan
Council Member

Cynthia received her bachelor's degree from GSC and her master's degree in Chemistry from the University of Delaware. She is retired from Washington Twp H.S. where she taught Chemistry for 32 years. She and her husband Ben have lived in Elmer for 40 years. Cyndi is chairperson of the Trash|Parks and Playground Committee. She is also Elmer's Recycling Coordinator |
